One thing need to tell is without verification of existing username and password,c-sharp corner sending the password to email address . So to avoid the duplication you could keep the email id as unique identification.

Thank you. We plan to revisit this but we do have unique email as user id in the system. So if somebody put your email as Forgot Password, you will only get that email. We will update it and make it more secure by asking more questions and verification process.
