is it possible to devlop windows 8.1 phone app using visual studio 2010. If yes then how..?

Because i dont have visual studio 2013 and i need to devlop windows 8.1 phone app..!

Yes windows 8.1 app you cant develop in windows 7. you need windows 8 for that.

As far as I know you need windows 8 and visual studio 2013 minimum for developing windows phone 8.1 apps. In VS2010 you can develop for windows phone 7.
