Whats best framework for mobile app dev for c++?

If you want to build mobile apps, C++ is probably not the best language. You can use Objective-C to build iOS apps but Apple recommends using Swift language now.

both android and iOS. yes desktop of course also but the question was about mobile apps

Qt probably, it's one of the most used ones for mobile C++ applications and also the easiest one in my opinion.
