Similar code is already widespread in most UI libraries. You just need to study the corresponding source code and CSS configurations to understand them. However, we don't actually need to design the details ourselves. We should focus on the layout and materials of the webpage, while leaving the rest to the API of the UI library.

You will find number of templates on internet that are build over HTML and CSS, down-load them and check what CSS, media queries ,fonts etc they have used to create the template.Try to clone the same , this is the best way to learn web designing.

Other best option is to learn how to make the necessary companents of a web app like Navbar, Banner, Footer, Cards one by one and then combine them all to make a full fledged template.
