Followed your article,First command ran successfully but Second command thrown with this message "ERROR: The system was unable to find the specified registry key or value."

 

reg delete "HKCU\Software\Microsoft\Windows\CurrentVersion\Internet Settings" /v ProxyServer /f 

I think, your network through which internet is connected, is not allowing VS to connect to nuget.

Try using some proxy. check below link
