Assuming you are desiging a list form, you can just drag and drop the "Attachment" field anywhere in your form.

Which way you are following to create the InfoPath form?

If you are using the customize form button (InfoPath) under the list setting. Please enable the attachment column in the list and you can find the attachment in the InfoPath form.
