Hi

I am displaying time on front end as 10:02 A.M , but in backened it is storing it as 06:32:00
Which format it is using. I am using PHP MySql , Windows Application.

Check your time Zone in Regional Settings in Control Panel.

As the difference in time is exactly 3 hours 30 minutes, the only thing I can suggest is that there's some difference in time zones between the front and back ends.

There are some zones whose UTC offsets are not exact multiples of 1 hour. See the list here:
