Table data lost? How to get back it?

I think that  before you answer you should ask if this is a Transactional DB DW or a BI DB DW, the have different nature and by knowing that you can give different answers

 

  A "Transactional DB DW " is gerenally set on a "Recovery Model = FULL" 

And a "BI DB DW"  is gerenally set on a "Recovery Model = SIMPLE"

Answer of your second question: the != and <> both are same but the use of <> is the standard according to SQL standard.
