It’s Provides information about a specific culture.The information includes the names for the culture, the writing system, the calendar used, the sort order of strings, and formatting for dates and numbers.

hi,
this error may be in the datepicker have empty values, please check datepicker has a value before converting as shown below
if(datepicker1.Text!="")
{
FromDate=Convert.ToDateTime(datepicker1.Text).ToString("MM/dd/yyyy");
}
if(datepicker2.Text!="")
{
ToDate=Convert.ToDateTime(datepicker2.Text).ToString("MM/dd/yyyy");
}

are you passing date in dd/mm/yyyy format? can you please paste the input date which is giving error.
