Which sql server version you are using.In Sql server 2014 onwards, there is one new concept is introduced in sql server known as In-Memory OLTP tables and procedures where you can create a table on memory side and even for fetching/manipulating of data on that table  new procedure is introduced known as Natively compiled stored procedure.

As per Pradeep, you can use SQLCache dependency concept to catch your data. It means cache memory will create connection with table. If any data modification happened then cache will be reloaded automatically.

 

Secondly, if your data are almost static then you can use simple Cache object. To implement the same create a singleton class which will manage your cache objects.
