Software engineer skills and c# are both different. c# is just a language in which you can create/develop software.
Software engineering need a below mentioned skills
SOFT SKILLS NEEDED FOR SOFTWARE ENGINEERING
For c# .net you need a basic knowledge of C or C++ or any programming language or programming fundamentals. Additionally, the OOP concept makes for a short learning curve of C#

Yes, it's possible for anyone to enter into the IT industry with any number of years of gap. You just have to want it really bad. The good thing with IT now is .. a lot of it is remote. Most of the learning is online, and you can always beat the other person if you are willing to learn. In IT, whoever follows "continuous learning" will last long. Since technology is evolving so fast, there are many new tech each year and that also means almost everyone is starting. For example, now AI is everywhere, and most of us are starting from 0.
