how to create customer Web Api per share point 2010 list data.

Thank you per response, but my task is we have one share point list. We need perform the curd operation using Visual web part, so we need create one mobile app perform the curd , we need provide Web Api to mobile app item. Please let me know the better way to completed the task as soon as possible .
