Hi guys, how can I customize the SharePoint online login page with custom CSS and where I put the css code?

You dont have to use custom CSS and all , the entire thing can be achieved through adminstrative portal for your tenant,
Login to yout O365 account and then go to admin portal
click on the Azure AD from your left navigation.
click your domain. Then click the Configure menu option
Finally, click the “Customize Branding” button and set the following five items:
The banner logo – a banner logo displayed on the Sign In page in cloud applications that use this directory
The tile logo – a 200×200 .jpg or .png file displayed on the sign in page
Sign In Page Text – sign in page text, typically an “appropriate use” statement
Sign In Page Illustration – large image which will appear to the left of the login form
Sign In Page background – background color (in HEX) used in place of an image or behind a transparent image
