You can register in the developer program from Microsoft. With that, you can create your own tenant for 90 days. It gets renewed automatically if you continue your development there (basically if its active). Its free of cost and you can register using your gmail address or any other personal email accounts.

 

It has the entire Office 365 suite (including SharePoint Online). You can also add various pre defined users and data to kick start your SharePoint Online sites.
