Create your own custom Event Receiver on the Calendar list
Handle the ItemAdding, ItemUpdating events
If the day on Calender happens to be a holiday, Cancel the event using properties.Cancel = true

Add a category column to the list whose value is Holidays. Now through content editor webpart call a Rest which loops through all the days of the calendar and in case its a Holiday , it disables that particular day. Let me kow if you need nore inputs on this.
