Why you see 25 TB but only 2484 GB available:
The 25 TB is the per-site capacity cap.
The 2484 GB is your organization’s current total available storage pool.
Your site can’t actually use more than what’s left in your pool, no matter what the 25 TB number shows.
To check real numbers:
Go to Microsoft 365 admin center → Reports → Usage → SharePoint storage.
Or in SharePoint Admin Center → Active sites, you can see each site’s storage used vs. quota.
