In Control Panel, Administrative Tools, IIS Manager, right-click on parent node (i.e. Default Web Site) under Sites. Select Manage Web Site | Advanced Settings. Expand Connection Limits and set Maximum Concurrent Connections to the number of simultaneous users to your web site.
