Try this
if (e.Row.RowType == DataControlRowType.DataRow)
{
var GrowthItem =DataBinder.Eval(e.Row.DataItem, "Growth");
decimal value = GrowthItem==DBNull.Value? 0: Convert.ToDecimal(GrowthItem);
if (value <= 0)
.....
}

Your eval expression returns a DBNull value, apply a if condition before converting to Int32. This will fix the issue

Somehow, I tend to do it differently. It is a small bit of business logic which can safely be moved to back-end.

Why not select row colour in your original query itself and just use that column here as in:

select ...., case when growth < 0 then '#007635' else '#ff0000' end [row_colour], ...from....

and use this value in your code.
