How to loop thru database records in Stored Procedure other than Cursors.

You can use while loop
DECLARE @Counter INT , @MaxId INT,
        @Name NVARCHAR(100)
SELECT @Counter = min(Id) , @MaxId = max(Id)
FROM TableName

WHILE(@Counter IS NOT NULL
      AND @Counter <= @MaxId)
BEGIN
   SELECT @Name = Name
   FROM TableName WHERE Id = @Counter

   PRINT CONVERT(VARCHAR,@Counter) + 'name is ' + @Name
   SET @Counter  = @Counter  + 1
END
