Do you mean you have a video file and you want to stream it using UDP, RTP, TCP, etc. protocols?

If yes, you can do this using LEADTOOLS Multimedia Convert control as follows:

// Create a new convert control:
ConvertCtrl TestConvert = new ConvertCtrl(true);
// Set the SourceFile property to the location of the source media stream or file:
TestConvert.SourceFile = "Add the location of the source media stream or file here";
// Set the target format to MPEG2-Transport:
TestConvert.TargetFormat = Leadtools.Multimedia.TargetFormatType.MPEG2Transport;
// Set the compression (video and audio encoders):
TestConvert.VideoCompressors.H264.Selected = true;
TestConvert.AudioCompressors.AAC.Selected = true;
// Set the TargetFile property to the new target media stream you want to use:
TestConvert.TargetFile = "Add the address of the desired target media stream here "; //Example: "udp://24.54.23.123:5467"
// Start the conversion process using the StartConvert method:
TestConvert.StartConvert();
