iotrace command with FILE option Enables I/O diagnostic logging report to FILE.

Hi Monika,
as genral meaning,Diagnostic logging is a troubleshooting,when it is enabled it saves reports containing error messages occured in technical problems ,that logs might be helpful to troubleshoot the issues .
