Installer creating using Visual Studio 2015

There are 2 options:

1. Create a custom installer

2. Create a seperate program for doing stuffs and then integrate it with installer and install it when setup finishes. (Recommended)

I mean, I need to develop the installer for java people to up and running the instance [ tomcat ]. Like below steps I need to perfom using installer

Ex : 1. Taking the war files from particular location

2. Port number configuration

3. UI files deploy

4. Sever restart
