If you are using newer version of an Angular, then you can directly write
$locationProvider.html5Mode(true);

Try to this way .Set up your base href in your _Layout page:

href="/">

Then, add following in your angular app config :

$locationProvider.html5Mode(true) $locationProvider.hashPrefix("!");
