You can try using the DocumentConverter from the LEADTOOLS SDK to take the HTML data comprised within a HTML file and convert it to a PDF file.
using (DocumentConverter documentConverter = new DocumentConverter())

   var inFile = @"C:\Input\input.html");
   var outFile = @"C:\Output\output.pdf");
   var jobData = DocumentConverterJobs.CreateJobData(inFile, outFile, DocumentFormat.Pdf);
   jobData.JobName = "conversion job";

   var documentWriter = new DocumentWriter();
   documentConverter.SetDocumentWriterInstance(documentWriter);

   var renderingEngine = new AnnWinFormsRenderingEngine();
   documentConverter.SetAnnRenderingEngineInstance(renderingEngine);

   var job = documentConverter.Jobs.CreateJob(jobData);
   documentConverter.Jobs.RunJob(job);
}
