Format for clubbing ID;s

Is it so simple? I thought in same way but I need security also. How can I made more secure?

It is windows application. I am creating windows service, in that I need to send ID like CEO id, principle id, teacher id. so I need to club all 3 id's into 1 and need to send to the web service.
