This error happens when migrating to new aspnetcore version . you have two different versions of that dll.

check the path of dll, if it is from same location you looking for for, or may picked automatically from GAC

Hi. I think you don't have this dll installed. If it's installed then also wrong version. Check everywhere whether you are connected to the correct dll or not.
