You can convert DOC/DOCX files into PDF format in your MVC Web application using LEADTOOLS Document converter .NET features and create a Web-Service that receives the DOC/DOCX file and returns the result PDF file to the client.
The following C# code shows how you can convert a DOC to PDF file using LEADTOOLS:
using (DocumentConverter documentConverter = new DocumentConverter())
{
   var srcFile = @"D:\temp\source.doc";
   var targetFile = @"D:\temp\target.pdf";

   var format = DocumentFormat.Pdf;
   var jobData = DocumentConverterJobs.CreateJobData(srcFile, targetFile, format);
   jobData.JobName = "conversion job";
   var job = documentConverter.Jobs.CreateJob(jobData);
   documentConverter.Jobs.RunJob(job);
}
