Just add this code in master layout its apply for all pages which inherits master page

If you've more or less already written the site and you don't want to go back and modify all your cshtml to disable autocomplete
//Disable autocomplete throughout the site
$(document).ready(function() {
    $("input:text,form").attr("autocomplete","off");
})

why you want to disable auto complete from web config whereas there are lots of jquery method are available for this.
