I need to compare the same "PhoneNumber" attributes having the same "ID" for each element

for example in , the first two connect equivalent phone numbers and in the other non-equivalent numbers.

First convert into list of object which have two properties id and phone number. Then for each loop and compare.

For xml conversation you can use linq 2 XML or XMLTextReader.
XDocument doc = XDocument.Load("myfile.xml");
var addresses = from address in doc.Root.Elements("Connect")
                where address.Element("PhoneNumber").Value.Contains("453585644878")
