Cannot Publish Article

Since Sunday June 1st, an article (Modernizing .NET with AI) I've been attempting to publish goes from either Needs Attention (if I added a comment in the Dashboard) or Submitted back to Draft after a day or so. I don't see any feedback frrom editors and cannot determine how to push this article forward to In Progress.

It's been over two years since I last published and that may have something to do with it. I'm am familiar with the process to publish articles here:
