If you want just to load image, resize it and then save - it can be done through GDI+. Take a look at System.Drawing.Image or System.Drawing.Bitmap. But if you want to make good rasampling - you'd have to write your own algorythm of resampling. btw, I do not know any good resampling algorythm for static images by now.

Bitmap enhancing involves graphics processing algorithms, not the drawing stuff used by the .NET Framework.
