you must need a server.IIS Server support to asp.net website , if you dont want to purchase domain name and web server, you can use static IP for you local server than you can see your website globaly.

You can't host asp.net website without any server. To run asp.net website you must have dotnet framework support which given by IIS or any web server.

You can host your website locally using IIS.

Websites need to be hosted on servers. You can read up on how to turn your pc into a webserver as well.

You can always look for free hosting if you can't find decent cheap hosting.
