adding a control to the VS.Net Toolbox

I'm trying to add the HtmlInputFile control to the VS.Net toolbox. when i try to customize the toolbox, I can;t find the control anywhere. I've Browsed the System.Web.dll, where I believe it shold be, but still dont see it. Please help!
